1 - Fourth Asia-Pacific Forum on Sustainable Development

Hon. Dr. Min Bahadur Shrestah, Vice Chairman of National Planning Commission (NPC) of Nepal and leader of Nepali delegation participated in the Fourth Asia-Pacific Forum on Sustainable Development organized by Economic and Social Commission for Asia and the Pacific (ESCAP) at United Nations Conference Center in Bangkok from 29 to 31 March 2017. Hon. Dr. Shrestha chaired the session on 'Regional perspectives on the implementation, follow-up and review of the 2030 Agenda for Sustainable Development', and also participated as a panelist in a roundtable on Sustainable Development Goal (SDG) 1. 'End poverty in all its forms everywhere' on 29 March 2017.
Other members of Nepali delegation include H.E. Ambassador of Nepal to Thailand and Permanent Representative of Nepal to ESCAP Dr. Khaga Nath Adhikari, SDG National Focal Point and Joint Secretary of National Planning Commission Secretariat Mr. Lal Shanker Ghimire, Nepal Embassy's Deputy Chief of Mission and Deputy Permanent Representative to ESCAP Mr. Janga Bahadur Gurung, and Nepal Embassy's Fist Secretary and Asst. Permanent Representative to ESCAP Mr. Ramesh Kumar Charmakar.

1 - Nepal Embassy Bangkok on moving its Chancery to new area

The Embassy of Nepal in Bangkok has been moved to its own building from Monday, 30 January 2017. The new Chancery was officially inaugurated this morning with the hoisting of Nepal's national flag jointly by H. E. Dr. Khaga Nath Adhikari, Ambassador of Nepal, and office bearers of Non-resident Nepalese Association, Thailand and Thai-Nepali Association; the playing of Nepal's National Anthem; and the chanting of vedic shlokas by pundits. People of Nepalese community in Thailand were also present during the inauguration.
The new Chancery is located at House No. 4/1, Soi 27, Pridi Banomyong, Sukhumvit 71 Road, Klong Ton Nuea, Watthana, Bangkok 10110 and started functioning from its new location from today itself. Before this, the Embassy was functioning from its rented premises. The Embassy had purchased the new land and buildings in June 2016. Some new structures including guard post, visa and consular offices, and waiting hall have been newly constructed. The whole compound covers an area of about 4 ropanis of land, and also includes the residence of the Deputy Chief of Mission.

The Government of Nepal has appointed Ms. PraneeSakulpipatana, a Thai National as Honorary Consul of Nepal for the Consular District covering Phuket Province of the Kingdom of Thailand. Ms. Sakulpipatana is a first Hon. Consul of the newly established Consulate of Nepal in Phuket and she will be carrying out the functions of Honorary Consulate including issuance of visa effective from 03 March 2014.     รัฐบาลเนปาลได้มีการแต่งตั้งนางปราณีสกุลพิพัฒน์สัญชาติไทย เป็นกงสุลกิตติมศักดิ์ของประเทศเนปาลในจังหวัดภูเก็ตาชอาณาจักรไทยนอกจากนี้ นางปราณี สกุลพิพัฒน์เป็นกงสุลกิตติมศักดิ์เนปาลคนแรกของภูเก็ตที่ได้รับการแต่ง โดยมีหน้าที่ด้านกงสุลรวมถึงการออกวีซ่าให้กับผู้ที่ต้องการเดินทางไปท่องเที่ยวที่ประเทศเนปาลโดยเริ่มเปิดทำการตั้งแต่วันที่ 3 มีนาคม 2557 เป็นต้นไป
         นายดอร์นาธ อารยัล ผู้รักษาการแทนเอกอัครราชทูต สถานเอกอัครราชทูตเนปาล ประจำประเทศไทยได้มอบหนังสือแต่งตั้ง ธงชาติเนปาล ตราประทับให้กับกงสุลกิตติมศักดิ์ที่ได้รับการแต่งตั้ง ณ วันที่ 9 มกราคม 2014 โดยในวันที่ 3 มีนาคม 2557 ซึ่งเป็นวันทำการวันแรกได้ทำการอนุมัติวีซ่าจำนวน 4 วีซ่า โดยบุคคลแรกที่ได้รับการอนุมัติวีซ่าคือ นาย แดง ลิมบู

9 - "The Asia -Pacific Ministerial Dialogue: From the Millennium Development Goals
to the United Nations Development Agenda beyond 2015"

'The Asia-Pacific Ministerial Dialogue: From the Millennium Development Goals to the United Nations Development Agenda beyond 2015' held at the United Nations Conference Centre in Bangkok from 26 to 28 August 2013. The Nepalese delegation was led by Hon.ble Dr. Rabindra Kumar Shakya, Vice Chairperson,National Planning Commission. Heads of State, Ministers and high-level representatives from Asia and the Pacific attended the Dialogue to collectively explore and identify the key challenges in the region that should be addressed in the elaboration of the United Nations Development Agenda beyond 2015 based on the lessons learned from the MDGs framework. The Ministerial dialogueadopted a Ministerial Declaration, and the outcome of the Dialogue would be shared with the Open Working Group of the General Assembly on Sustainable Development Goals as an input from the Asia-Pacific region. The Dialoguehas recommended through its Declaration that the United Nations Development Agenda beyond 2015 should carry forward the spirit of the Millennium Declaration with a determination to build upon and further carry on the MDGs, particularly with an aim to eradicate poverty; a balanced integration of the economic, social, and environmental dimensions of sustainable development; an emphasis on inclusive, equitable and sustainable development and economic growth aiming to effectively address all forms of inequalities and the factors underpinning them; a focus on the global, regional and national dimensions of sustainable development in addressing the special needs and particular challenges of the LDCs, LLDCs and SIDS, in the context of their respective plans and programmes of action, among others. While delivering Country statement the Vice-Chairperson urged the development partners and multilateral agencies to enhance and strengthen Official Development Assistance (ODA) for LDCs. In stressing the need for additional resources for sustainable development he further urged that LDCs and LLDCs could not alone fulfill their commitments without significant international support measures to achieve the goals of Istanbul Programmes of Action (IPOA) and Almaty Programmes of Action for Sustainable Development. He also highlighted some noteworthy progresses of Nepal in some major targets of MDGs, including reducing poverty, reducing stunting of children under five years of age, reducing infant and child, maternal mortality rates and achieving gender parity in primary school enrolment among others. He also informed that Nepal had set the perspective vision to graduate from the status of LDCs to that of a developing country by 2022. Hon. 10 - 69th Session of the United Nations Economic and Social Commission for Asia and
    Pacific (UNESCAP)

Member-Secretary of the National Planning Commission (NPC) and the Leader of the Nepalese Delegation to the 69th Session of the United Nations Economic and Social Commission for Asia and Pacific (UNESCAP), Mr. Yuba Raj Bhusal, delivered Nepal's Country Statement today in the Ministerial segment of the 69th session of the UNESCAP. The 69th Session of the Commission is being held at the United Nations Conference Centre in Bangkok from 25 April to 1 May 2013.
        The Commission session comprises two parts: the Senior Officials segment, from 17 to 19 May 2012 and the Ministerial Segment from 21 to 23 May 2012. The Senior Officials segment, held from 17 to 19 May, was led by Mr. Yuba Raj Bhusal, Member- Secretary of National Planning Commission.
        The Session comprises two parts: the Senior Officials segment, from 25 to 27 April 2013; and the Ministerial Segment from 29 April to 1 May 2013. Both segments were led by Mr. Yuba Raj Bhusal, Member- Secretary of the NPC.
        Shedding light on Nepal's peace process including the integration of Maoist ex-combatants into Nepal Army Mr. Bhusal said, "Nepal has been an exemplary in this regard".
        He underlined that the delegations of the LDCs, LLDCs and SIDS of the Asia-Pacific region participated in a meeting on the United Nations development agenda beyond 2015 for Asia-Pacific LDCs, LLDCs and SIDS held in Bangkok on 24 April 2013 and the Meeting had adopted "Bangkok Declaration".
        He informed that Nepal had placed a Resolution entitled 'Achieving the Millennium Development Goals in Asia and the Pacific: Bangkok Declaration of the Asia-Pacific Least Developed Countries, Landlocked Developing Countries and Small Island Developing States on the Development Agenda beyond 2015" together with an Annex called Bangkok Declaration. He requested the Member States for their support for the endorsement by the 69th Session of the Commission.
    While supporting the adoption of the Inter-governmental Agreement on Dry-ports he invited other member states to consider for signing the Agreement for its early implementation so that LLDCs could be greatly benefited.
        He highlighted about the implementation of universal and non-contributory pro-poor social protection programs to senior citizens, single women, Dalits, ethnic minorities, and the people living in remote areas.

Hon. Mr. Umakant Jha, Minister for Energy, Irrigation, Science, Technology and Environment of Nepal attended the 2nd Asia Pacific Water Summit held in Chiangmai, Thailand on 20 May 2013. He led a delegation of Nepal to the Summit which included Mr. Sriranjan Lacoul, Joint Secretary, the Ministry of the Energy, Mr. Yagya Bahadur Hamal, Joint Secretary, the Ministry of Foreign Affairs and Mr. Dornath Aryal, Charge' d' Affaires a.i.,  the Embassy of Nepal in Thailand.
The Summit had been hosted by the Government of Thailand in collaboration with the Asia Pacific Water Forum and its international and regional partners. Heads of State and Government, Ministers and other high-level representatives of countries of Asia and Pacific region attended the summit. The Summit deliberated on the theme of "Water Security and Water-Related Disaster challenges: Leadership and Commitment."
While addressing the Summit, Hon. Minister highlighted on the efforts made by Nepal towards protection and conservation of water, including activities related to tackling with water-related disasters. He stressed on building collective effort for gradually decelerating the climate change with generous contribution from countries with higher share of greenhouse gas emissions. He shed light on the problems faced by Nepal caused by global climate change, such as depletion of snow reserve, temperature rise, change in precipitation pattern, floods and droughts and called upon the countries of Asia and Pacific for synergetic efforts for addressing the problem of water-related disasters and carving a common strategy for a water-secured planet.
As its outcome, the Summit adopted the Chiangmai Declaration on water security and management of water-related disasters.
On the sidelines of the Summit, Hon. Minister met with His Excellency Dr. Plodpraso Suraswadi, Deputy Prime Minister and the Chairman of Water and Flood Management Commission of Thailand during which promotion of cooperation between Nepal and Thailand in the areas of tourism, agriculture and water resources was discussed.
 Hon. Minister is scheduled to return to Nepal tomorrow.

13 - Flood Victims

Pursuant to the decision of the Government of Nepal to extend humanitarian assistance to the victims of the devastating flood in 2011 in Thailand, Mr. Dornath Aryal, Charge d' Affaires a.i. today handed over, a cheque of US $ 25,000 (twenty five thousand US dollar) to H .E. Jullapong Nonsrichai, Vice Minister of the Ministry of Foreign Affairs at a function organized at the Ministry of Foreign Affairs of Thailand.
        While handing over the cheque, Mr. Aryal extended heartfelt condolences and sympathies to the Government and the people of Thailand for the loss of valuable lives and destruction of colossal property caused by devastating flood. He also extended best wishes for early reconstruction and rehabilitation.
        On the occasion, H. E. the Vice Minister expressed sincere thanks and gratitude to the Government of Nepal and expressed confidence that our friendly relations would be further straightened in the days ahead.

14 - 68th session of the Economic and Social Commission for Asia and the Pacific

Hon. Mr. Deependra Bahadur Kshetry, Vice Chairperson, National Planning Commission and the Leader of the Nepalese Delegation to the 68th Session of the United Nations Economic and Social Commission for Asia and Pacific (UN-ESCAP) delivered a country statement today in Bangkok. The 68th session of the Economic and Social Commission for Asia and the Pacific is being held at the United Nations Conference Centre in Bangkok from 17 to 23 May 2012.
        The Commission session comprises two parts: the Senior Officials segment, from 17 to 19 May 2012 and the Ministerial Segment from 21 to 23 May 2012. The Senior Officials segment, held from 17 to 19 May, was led by Mr. Yuba Raj Bhusal, Member- Secretary of National Planning Commission.
        While delivering the country statement, Hon'ble Vice Chairperson said that in the ESCAP region many least developed and landlocked countries are facing the problems of poverty, high unemployment, inequality, and social exclusion. He also brought into light that the volatility and uncertainty of the global economy has posed serious threat to the most marginalized and poor people in Asia and the Pacific region. He also highlighted that because of climate change, glaciers in the Himalayas have become prone to melt down faster and hence posing serious threat to the livelihood of the people and ecology of the entire region.
        While delivering country statement the Vice Chairman said that the Himalayan Mountains being disproportionately affected by climate change, Nepal had put forward the idea of Mountain Initiative at the 15th Session of the UN Framework Convention on Climate Change held in Copenhagen in December 2009 and in view of that, an International Conference on Green Economy and International Conference of Mountain Countries were organized in Kathmandu in September 2011 and in April 2012 respectively.
        He also highlighted that Nepal has been implementing pro-poor social protection programs including pension for senior citizens from the section of Dalit, ethnic minorities, and the people living in remote areas above the age of 60 and to all other elderly persons above 75, and to the widows from the very first day of her widowhood, and life-long pension to the differently abled persons.
        He underlined that the Istanbul Program of Action was a significant step forward for the Least Developed Countries (LDCs) and the Istanbul Conference on LDCs had renewed a hope to effectively implement the Program of Action to bring about qualitative change in the lives of millions of people.
    He also urged the Development partners, UN Agencies, Multi-lateral organizations, Parliamentarians, the Private sectors, Civil Society and other stakeholders to play their respective roles in more constructive ways so as to make at least half of the LDCs could graduate by the year 2020.
        Shedding light on Nepal's peace process, he expressed confidence that the promulgation of new constitution would help fostering peace and stability and achieving development goals in Nepal.
